The Baltimore County Republican Central Committee has officially begun the process of filling the vacant Baltimore County Council District 3 seat following the resignation of longtime Councilman Wade Kach due to health concerns.
Kach, a well-known figure in Baltimore County politics, served residents of District 3 for years and earned a reputation as a steady conservative voice on fiscal responsibility, public safety, and community issues. His resignation now triggers a formal process under Maryland law requiring the local Republican Central Committee to appoint a replacement within 30 days. The deadline for the appointment is June 6.
Public Hearing Scheduled for May 30
To ensure what party leaders describe as an “open and transparent process,” the Baltimore County Republican Central Committee announced it will hold a public hearing and candidate forum on Saturday, May 30, from 1:00 p.m. to 4:00 p.m. at the Holiday Inn Timonium in Lutherville-Timonium.
The hearing will allow residents to hear directly from candidates seeking the appointment and will include:
Questions from Central Committee members
Questions submitted by the public
A public comment period
According to the announcement, the vote by eligible District 3 Republican Central Committee members will take place immediately after the forum, with the winner announced publicly following the vote.
Candidate Application Process
Republicans interested in being considered for the appointment must complete a nomination form available through the Baltimore County GOP website: http://www.BaltimoreCountyGOP.org Forms must be completed and submitted by Friday, May 22 at 5:00pm to APPOINTMENTS@BALTIMORECOUNTYGOP.ORG
Candidate information will then be published publicly beginning May 23 to allow voters and residents an opportunity to review the applicants prior to the hearing. Members of the public may also submit testimony and questions for candidates between May 24 and May 28.
Emphasis on Transparency
The Central Committee stated that the process is intended to provide “opportunities for all who are qualified with no predetermined outcome.”
That emphasis appears designed to reassure District 3 voters that the appointment process will be conducted publicly and competitively rather than through backroom political negotiations.
The District 3 seat appointee will serve until the November General Election, when voters ultimately decide who will permanently hold the office. Residents interested in attending the public hearing may do so at:
Holiday Inn Timonium

Lutherville-Timonium, Maryland 21093
Saturday, May 301:00 p.m. – 4:00 p.m.
