Meet the Newly Elected RWBC 2024 Executive Board of Directors

Congratulations to the four newly elected members of the Republican Women of Baltimore County (RWBC) Board of Directors. The Republican Women of Baltimore County welcomes the election of Louise Baker as President; Karen Tully as First Vice President; Connie Esposito Second Vice President; and Katie Swim as Third Vice President, who were elected on November 18, 2023. Each member will serve two-year terms beginning January 1, 2024.


The existing Board of Directors extending their two-year terms are Eleanor Huber, Secretary and Beth Stone, Treasurer.


RWBC’s Executive Board of Directors is comprised of 7 Member Directors who are elected to the Board by their fellow RWBC Members in good standing. The election takes place every two years, in odd years.


Meet Our Executive Board of Directors:


President Louise Baker 

Louise joined RWBC six years ago and quickly found her niche on the membership committee and helping with hospitality. She served as 2nd Vice President under Jolie McShane last term. 


Louise is following in the steps of her parents who embraced conservative values and were involved in fundraising for multiple Republican candidates.  She has resided in Baltimore County her entire life and has no plans to change that.  After her first career as a social worker in foster care and adoptions, Louise became a full time stay at home mom to her four children.  Her hobbies and passions include dance, sports, animal welfare, entertaining and, of course, politics. ​


Louise resides in Sparks with her husband of 32 years who is a financial advisor and runs a community-based market garden from their home.  She is delighted to be of service and help grow the membership of this remarkable club.


First Vice President Karen Tully

Also Social Media Chair and RWBC Reporter, Karen joined the club 5 years ago to defend Freedom and our Constitution rights, particularly freedom of religion and speech. She is dedicated to the cause and states, “It’s up to us to defend the next generation.”


Karen’s background is in business as a Registered Employee Benefits Consultant. She understands various aspects of the corporate structure and marketing. Karen is the current Social Media Chair placing emphasis on education and growth.  She also acts as the RWBC journalist interviewing many prominent politicians and experts on current issues.  RWBC Social Media presence has expanded in both membership and platforms during her time as Social Media Chair.


Karen is married and has a son and daughter and resides in the historic district in Catonsville, Maryland.


Second Vice President Connie Esposito 


After working as a nurse, Connie retired from GBMC Outpatients Surgery. Of course, once a nurse, always a nurse! She was introduced to RWBC when a friend invited her to lunch and a meeting. Because of strong conservative values and a desire to be involved, she joined RWBC immediately and soon became Treasurer. Having the opportunity to serve again, Connie accepted the nomination for Second Vice President and won.


She is happy to learn new things and work with people who share her values.


Third Vice President Katie Swim


Graduate of Dulaney High School, a gymnastics instructor and now a gymnastics judge Katie has been an integral part of the Republican Women of Baltimore County. She leads the Education Committee and RWBC Website Development.


Existing Executive Board Members include:


Treasurer Beth Stone - Beth is a long-time member of RWBC.  She has served as Treasurer for the past five years.  Beth is the Chief of Staff for Delegate Ryan Nawrocki and has been active in Republican politics for many years.


Secretary Eleanor Huber - Eleanor spent 25 years with the Maryland State Highway Administration, most recently as Federal Legislative Manager in the agency’s Policy Division. In addition to her role as Recording Secretary for the RWBC, she is actively involved in the Carroll Manor Recreation Council Fitness Program.


Past President Jolie McShane - Jolie enthusiastically joined RWBC after discovering the like-minded women and fun club activities: Women on Target, educational monthly meetings, meeting "up and coming" politicians, sign-waving and even as a "voice" on a radio advertisement. All these activities drew her into the folds of the club. ​


A resident of Baltimore County for 30 years, Jolie runs her own business, Vesta Construction Websites which specializes in website and social media development for the heavy construction industry. Using her high-tech skills, Jolie has guided RWBC in social media and website improvements. She looks forward to supporting the incoming President Louise Baker.
